RD is proud to be the only Federal agency exclusively focused on improving the quality of life in rural America, and part of that is funding construction of water and waste facilities in rural communities through the Water & Environmental Programs. Duties include providing technical services to RD staff concerning the planning, design, and construction of water and waste facilities; reviewing engineering reports, engineering services agreements, bid documents, and construction contracts; and advising consulting engineers about RD requirements.
