WASHINGTON – President Trump has signed an Executive Order: Securing the Information and Communications Technology and Services Supply Chain, declaring that threats to the information and communications technology and services supply chain by foreign adversaries are a national emergency. The Executive Order prohibits transactions that involve information and communications technology or services designed, developed, manufactured, or supplied, by persons owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary whenever the Secretary of Commerce determines that a transaction would pose a threat to national security, as articulated in the Executive Order.

2019 Deterrence and Assurance Workshop and Conference
University of Nebraska at Omaha, NE

Good day, and thank you for inviting me.

This is a conference on deterrence, and I am glad to see so many bright people coming together in order to explore its challenges. Deterring large-scale aggression against the United States and its allies has always been the core function of our armed services, and this is no less true for our nuclear forces. But in this nuclear age, doing deterrence right presents special risks and challenges.

It is critical to ensure that a potential adversary sees no viable path to getting his way by force, certainly. At the same time, however, the potential costs of getting things wrong could be so catastrophically high that it is also very important to be continually aware of the sometimes-overlooked stability dynamics of nuclear posture choices.

Scammers use your information to steal your money, your identity, or both. They also use phishing emails to get access to your computer or network. If you click on a link, they can install ransomware or other programs that can lock you out of your data.

Hepatitis C is a good news, bad news kind of disease. The bad news is that many with the liver-attacking virus may not even know it. The good news is that once discovered, doctors can effectively treat and even remove it.

“We can eliminate the virus and keep people from developing liver disease,” said Dr. James Spicher, an internal medicine physician at Penn State Health. “But we can only do that if we find it. That’s why screening is so important. Otherwise, it’s a silent disease.”

Unlike Hepatitis A, which is contracted through contaminated food or water, or Hepatitis B, which spreads through blood, there is no vaccine for Hepatitis C.
